nope, the target is the actual Control Tower, so the damage is calculated as your distance from the CT not from the shield, which strangely enough is what you're shooting

lol, not really a limitation . . . the drake is one of the best lvl 3 ships in the game, and the nighthawk / caldari navy raven are close to the best lvl 4 ships in the game

dude, if what you want is money, stick with the lvl 3's trust me, with the drakes DPS, if your solo, the drake in a level 3 > in a lvl 4
