The only meaningful consequences would be a multiplier on concord response time for negative sec players and do it heavy handed. -1.00 is .9 response, -10.00 is .1 response. 2 second Concord response if a -10.00 shoots someone in .5 sec.

Amarr ships are proper gank ships in EVE. They scare off most people including alliances because they don't stand down well. It's do or die with Amarr and if you find you are dying more than doing the only alternative is to bring more ships.

The best mining corps are NPC corps. The biggest ISK killer is war dec if you are a miner. Any Ops based benefit is fleet driven and can be handled with a neutral chat channel. It's also a lot easier to remove an AWOX threat from a chat channel.
