I've said it before and I'll say it again, the problem is the webbers. They are simply too effective when compared to their counters (ABs and MWDs). Reduce webber effectiveness and make it maybe 5-10km.

Except that at the moment you have 20 min (I think) logoff timer and scramblers will prevent you going anywhere. Hence logoffs mid-combat don't saving you. This idea explicitly prevents scrams from keeping a target in place.
