Afaik it unlocks the gates in lvl 4 'Worlds Collide' Serp/Guristas version instead of having to shoot all the NPCs. Not sure about other factions though.

Maybe try running 15 Admin missions(as reccomended by FT)for Duvolle then 1 mission from any Gallente agent close to the Duvolle storyline agent?
