A fix would require the removal of the velocity penalty on cloaks. That would mean all ships with a cloak bonus would also have to be rebalanced. Don't imagine that will happen.

Unless I'm misunderstanding, there is no combination of rigs that is superior to a hisec research starbase at a competitive cost. For manufacturing, specialization does offer some improvement.
