AFAIK this implant has been around for a while, possible COSMOS drop or reward I think. It does not stack with snake sets unfortunately, so you are better off with the +3 HG Snake in that slot. Thal

I think EoM are weak to kinetic and shield tank, so you will probably be better off using Caldari drones (wasp or er whatever the med drone is). Other than that, the Death Lords (or whatever) also orbit quite far out, so rails may help your drone...

How about No! Perhaps you could explain while you feel the need to nerf L4's in High Sec and move all the good missions to Low Sec? If you want to create L5 in Low Sec that's fine, but do it by creating new content, not nerfing existing missions ...
