You can easily do that, it's a normal T2 ship requiring invention and T2 components. But if you want to make more than a measly profit you should probably build something else.

Start reading here for example: https://wiki.eveuniversity.org/Invention ... then use the simulation mode of the industry window to figure out the numbers and skills. You don't need alts, but copying, reasearch compete with invention for slots....

You have to train your Planetology skills in order to see accurate estimates. On low levels the estimates before submitting the program are quite bad. I have Planet at IV and Advanced Planet at III and still the deviation can be 10-20%.
