There are also the Mining Foreman and Mining Director skills, and the Mining Command Link Modules for use on BC and Command Ships. There may be an implant that increases the mining leadership ability skills too, but I am not sure on that one.

I think you have the wrong idea of what you will get out of it. An Alliance claims an area of space, all unknowns will be KOS since anyone in 0.0 has an agenda, and if they don't want to negotiate with the owners then they are usually up to no go...
