Just a thought, but, have you been tinkering around with your router lately? When I was having this problem once it was due to me changing the default TCP timeouts to values that were too low for Eve to handle. (I use TomatoUSB w/ Asus RT-N16)

Try setting everything to low and disabling resource caching. Make sure video drivers are up to date and you have all the latest Windows Updates. Download and install CCleaner and scan for registry errors.
