Final_Damage = (EM_Damage)x(1-EM_Resists) + (EXP_Damage)x(1-EXP_Resists) + (KI_Damage)x(1-KI_Resists) + (TH_Damage)x(1-TH_Resists) Start there.

Plates/extenders, high native resists and resistance rigs would be my guess. Do some math on your own and you can probably figure out a workable solution if you know what damage type your going up against.
