It's not just for frigates .. the Vagabond, Machariel, Ishtar, Curse and a few other ships can be loaded up with enough speed mods to take no damage. It's very much all or nothing - if you get webbed or nossed you're in serious trouble.

In missions, resistances matter. Your Caldari ship will have 0% resistance to EM damage by default, and the Amarr mission enemies will do EM/thermal damage.

IME it doesn't happen very often, only if you take a very long time to kill them or you've kited them too far from their original spawn point (off the grid) Very occasionally they turn up at stations, MWDing off at high speed in some direction.
