Not bad on the learning skills, focus on missiles and fitting skills. You'll have trouble fitting a Raven sensibly without Electronics V and Weapon Upgrades IV, and those skills are useful to every ship.

Not sure about the shield ones but the armour ones are worth it, in my opinion. They're not a high priority, but the cap saving of passive hardeners is noticable on a PvE battleship and signifigant on a cruiser, and worth the slightly lower resist...
