Why do the Active Shield Hardners also provide +1% passive protection as well now? I don't really see the point. If you get caught with them off that extra 1% is hardly going to make any differnce.

It appears they are in the DB but not published on Sisi yet. The descriptions are not correct yet either. The forth skill may be Mining Upgrades which allows you to use new mining modules but they are not published on Sisi yet either.

On the left side of the EVE Online web page you'll see a section called EVE Support and under that you'll see 'Find Answers'. You'll find most answers to connection problems in there.
