So say, hypothetically, for a particular size, it does 100 shield hp of transfer, unmodifiable (can debate about boost amps adding to it later), with a neut-ish cap usage each cycle. Cycles might be comparable to shield boosters, with Shield Com...

You bring up some excellent points. The leech itself would not be affected by shield resistances, and the amount transfered would not be variable like it is with NOSes. The cap penalty would be pretty steep, and the duration of extended shield...

Almost like a reverse Shield Transporter / NOS, in that this module steals a certain amount of shields per cycle from the target ship and adds them to the aggressor's shields. This might be a cool way of flavoring Minmatar shield tanking, though...
