I don't think that target painters really need any buff. If ship happens to have midslot to spare and fleet already has enough points and webs, it's painter that is going to go that slot, not tracking disruptor, damp or ecm.

As CCP is pushing towards making dying cost free if you had no implants, there isn't really any reason for me to want to launch my pod when my ship dies if I'm in no implant clone. So, give us the option to go down with our ships.

So as you decided to cut 100MN Microwarpdrive cap usage to half, we are now in the weird situation where you can burn longer with MWD than AB. I think it's pretty obvious AB's need some love too.
