I would make skills queue but only if they last less than 24 hours, once you excede the 24 hours you can't continue to add skills to the queue. sucks to connect 1 or 2 hours a day and put a 5 hours skill and wait until the next day to change skill...

Do NOT introduce bureaucracy to EVE. Just make the lottery give T2 BPC more often than current lotery of T2 BPO. Spread the whealth in limited amounts to avoid monopolies, devs can control supply of overpriced mods or ships.

I think the posible solution would be to keep the lottery but with T2 (and maybe later on with T3) BPC, and make them random ME and PE, so some could be worse than original BPO and some equal or better (could be skill based), this way you have mor...
