Seriously? There are better solutions than removing Empire space altogether. Situational Empire space, for example, where the system goes through periods of lawlessness that allow pirates to roam in and pound on anything that wasn't smart enough to dock up or move up a system where CONCORD is still active. For all the bellyaching certain people do over huge nerfhammers, it never ceases to amaze me when they cry for more. IMO you get what you ask for. You want all of Empire gone? You better be damned well ready for the consequences, cuz you obviously seem to have some predetermined notion of how it will be in this imagined world of perfect PvP and thousands of carebears who will just LOVE being popped every five minutes from the moment they create their character.
