Can you transfer sov 4 to a different system after you've already set it to one???

You can but you will have to drop sovereignty to L3 on your own which is risky to do. --

That's what I meant Halada, the only way to transfer capital to another solarsystem is to deliberately lose Sov 4, which is doable, just be careful. --

Then take back the station, wait forever to get constsov back and proceed with your outpost upgrades on your new capital.
Sure it's messy, but then CCP didn't intend on having a whole bunch of outposts with tier 3 upgrades in the same constellation. It begs the question though, what would possess you to want a tier 3 upgrade to begin with?

In order to not lose sov in one of the station systems, you would have to hold sov in less than 51% of the constellation. Thus dropping your sov 4 system back to sov 3 (after a week). So yes, you would have to deliberately reset at least one probably multiple systems to lose sov 4.
The only Tier 3 upgrade worth doing if at all is the amarr factory one, and then only if you have a heap of valuable T2 Ship BPOs, otherwise, there is no point, their costs are all well in above multiple additional outposts, which would be more useful and likely actually help you hold sov 4 for longer.

Would it work to transfer ownership of the capital station to a corp, have that corp move to the alt alliance and keep the system itself at sov 3? The station would be vulnerable to ping pong during the seven days, so worst case scenario you'd have to take it back if a significant threat emerged.

You can do what Lord Fitz said and lose majority sovereignty across the constellation, but if you find that's going to be too much work there is a slightly more dangerous alternative.
That's to drop sovereignty from one of the outpost systems.
All in all dropping sov if an enemy is watching could be a very bad thing. --
