How about a probe that will, for only those and/or those in gang, function like the local chat in giving quick intel of who entered space, until being destroyed, perhaps with limited range? Just a thought.

The Deep Space probe on Sisi set to 1024 AU already does something like this. You just have to keep scanning.
If you are asking for an alert probe, I don't think that would be good, since it would be the same thing as local.
Or course, cloaked ships wouldn't been seen. And they shouldn't.

It is as far as I know only in W-Space that local gets the bat, argument is distance from known space and the resulting lack of beacons/gates.

It merely tells you if anything is there. I couldn't care less if a transport moves through, but I want to know when a confirmed pirate enters system. If I wanted to play a button mashing game, Eve would be waaaaaay down the list. By all means, do a delayed local but add a transponder module that the peace loving among us can fit to override it. Seems a fair exchange, gimping the already gimped PvE fits for some security.
I sincerely hope local does not get the same treatment in the rest of the universe. It would have a huge impact on all peaceful endeavours, especially in low-sec and Empire war declarations would result in permanently docked corporations.
The harm to the majority from a change like that would far outweigh the benefit for the few.

Id suggest local be removed in 0.0 and 0.1-0.2.

Empire should always have local, I agree with you there. However, I don't see how it would particularly hurt you if low-sec became local-free. You seem to be the sort of player who wouldn't leave highsec anyway, so how does a change in local that affects both the hunter and the prey equally in space you don't visit have any effect on you?

W space local is great!
Actually seeing intelligent gang formations in there, not just those 5 ratting raven gangs that storm through belts all day. About every serious gang I have seen had a dedicated scouts scanning and ...well scouting while the rest were doing the ratting. It has been a real pleasure so far. Too bad the reegular 0.0 (and why not some parts of lowsec too) didnt get the same treatment. That would have turned the game just so much better in countless ways.
Now if we could only have advanced directional scanners
