I would suggest they do it as a kind of business game -- try to make money in space to fund your exploration projects, or go bankrupt. Then they (NASA) might actually learn something from watching the players take on this difficult-but-not-impossible challenge. If it's just a "float around and look at the content" game, it's going to bomb.

wait a sec... NASA has money? Last time i checked, NASA didn't have any money to make a new space shuttle. how will this be any different?

Its gonna be boring as ****.. They are NASA, they arent a game company. Its prolly gonna be a buncha scientists just pulling on the game devs about how they "cant do that, this isnt accurate, thats just sci-fi" etc etc.

Old news. There was a thread some time ago in OOPE about NASA using Eve for training.
Can't find it right now, too many references for NASA in search results and I don't have time to look at every one of them.
Edit: If they actually pull this off, a lot of carebears from here will be interested. As it happens, there are times when I get bored with blowing things up and want to build and explore a bit instead. It does get annoying when anything of interest with regards to exploration is only in areas where people keep shooting at you. Therefore, in Eve, exploration requires a PVP fitted ship. Not really the best setup for exploring

If you can build any kind of mass launcher, it will be possible to inflict grief on people by hurling rocks at any orbiting things. Or even just burying things under a pile of rocks. Such as putting a big pile of rocks outside an airlock door.
