Not all the effects are negative. There will be a dev blog going up soon that explains a bit more about the ins and outs of wormhole space. 
But statement remains the same, as I see it? If you do not have large blob on your side, you're out of W-space? Which in turn means that W-space is a big alliance toy?
We were in one of the "Bad" environments and did a site with 3 ships (and one of those ships was an Ares). So if you consider three ships a "large blob" and a "big alliance toy" then sure.

As a Minmatar/Caldari pilot with good shield tanking skills AND good armor tanking skills, changing environments means picking the right ship for the job. Yay! Minmatar boosted

Don't know if it was some strange implant/skill problem but my domi lock range dropped to 63km while I was in an unknown system.
