As Dax said, It cant be done.
You used to be able to use the scanner and NPCs and indeed faction/officer spawns would show up. But they changed it and now you cant, you just gotta warp to every belt to look ------------- Lost Without a Clue |

And to clarify above posts further: the game doesn't even generate those spawns before you start a warp towards the belt.
-Lasse scanning with fast agile ship for the win..

No way to prove or disprove this, nice one.

And your point is? "He was quite mad and knew it very well, but being mad he did not care" |

If no players are in a belt, are there NPC ships there? Or do they wait in the cloakroom and play cards?

Does a tree falling over in the forest make a sound if no one is around to hear it? "He was quite mad and knew it very well, but being mad he did not care" |

If you close your overview and pan your camera around, you can trick NPCs into despawning.

Yes, but it actually screams in fake agony while flailing its branches for exagerated dramatic effect before it hits the ground. At which point it gets up, takes a bow for the applause from other trees and then lies back down to rot. "Boo hoo. Cry some more." CCP Whisper

I claim that we have now completely derailed this thread, and incidentally, IBTL... "He was quite mad and knew it very well, but being mad he did not care" |

Use directional scanner to see what's in that belt over there. Nothing!
Warp to belt, NPCs spawn. Warp to another belt. use directional scanner to see what's in the belt you just left behind... what do you see?
I haven't tested this myself since I usually only leave wrecks behind.

Proofing has so many different definitions and degrees. Lets say there is good reasons to believe NPCs are spawned only when someone warps there. I'll list some of those:
1) Back when NPCs were scannable, it was easy to verify and see that was the case. Back then you started/stopped warp to every damn belt in system, and then scanned for faction spawn with scanner.
No reason for CCP to change that; current method is far less laggier than 'independent NPCs' would be.
2) Find a one or two system (which always has 100% spawns on 0.0), clear the spawn, and idle on belt 25 minutes. Have your alt then iniate warp towards that belt, and ponder upon the coincident simultaneous spawning. Repeat for added proof.
