I currently have a drake that give me this:
16680hp recharge of 179 seconds
EMP: 69.5% dps to penetrate tank: 733 EXP: 79.0% dps to penetrate tank: 1065 KIN: 68.5% dps to penetrate tank: 710 THM: 75.6% dps to penetrate tank: 917
224hp/sec
I was wondering if the nighthawk or phoenix would be even better for tanking. pve lvl 4 missions solo and with fleet sometimes.
Since i dont know much about the phoenix, other than the insane hitpoints, a quick glance tells me it would surpass them all for a tank. but i could be wrong.

Those are two separate questions. One is regarding the theoretical capability for those ships to do passive tanking, the other is regarding your desire to run L4 missions.
The answer to your first question is that Drake and NH run comparable passive tanks. Drake has an additional mid slot, but the NH has an additional low slot and higher base resists. Dunno about the Phoenix - never was interested in dreads.
The answer to your second question more complex in that it matters what your other skills are. You don't have to fit an uber tank on either the Drake or the NH to run L4 missions, and in fact they're just as viable going with active tanks instead. Successful mission-running depends on your ability to kill rats as fast as possible as much as it does on your ability to take sustained damage for some duration of time. In that regard, the NH is a better L4 mission ship than a Drake because it can dole out more damage thus complete missions faster. Both can solo L4's quite easily.
I haven't heard of anyone running L4's in a Phoenix. I suspect citadel torps wouldn't do very well against many of the ships found in L4's.

The reason you haven't is because capitals can't use the accel gates in missions. So you have to only do the non-deadspace missions.

Citadel torpedoes have way too huge signature to hit NPC's properly. Phoenix is siege weapon. And it has only 3 launchers. So not a good idea for level 4 missions.
And yes. Nighthawk is better than Drake for missions.

The drake can run much higher tank than that if you want it.
Then again level 4 missions mostly wont need even that much tank.
I run most of my level 4 missions in an abaddon with around 300 dps tank (1x LAR, 2x amarr faction energigized adaptives). An abaddon has the advantage of much more gank than a drake even with little skill.
Adjust the drake setup: Easier Missions/ More Gank --> Harder Missions / More Tank.
This is why people use the raven as much, while it has less tank than the drake, it has much more gank.

nighthawk can tank good, but for lvl 4's I always use the nighthawk with in my lows only bcu's. it will dish out an 550 dps approx. As the NH has alrdy good resists two field purger rigs and 2 extenders and active hardening together with your dps is more then enough to do recon within 20 mins without coming into probs.
for gone berserk (gives good loot) u can even exchange one hardener for an AB and do it with 18 mins... will give u within 18 mins approx 10-12 M bounty and the same for loot.

Question: Is my T1 Battlecruiser better then a T2 Command Ship or should I use a Capital Ship?
BC < CS but they both have one thing in common... They have nothing to do with a Phoenix, ever.

Phoenix - absolute crap for missions (as if it's not even there, only the drones deal any noticeable damage), decent-ish for short-term passive tanking (buffer), "meh" for long-term passive tanking (regen) Nighthawk - pretty good DPS output, awesome thermal/kinetic passive tank, "meh" EM/explosive passive tank Drake - decent DPS output, good passive tank overall (on EM/Ex actually better than the NH)

if you look in to passive shield tanking you may look after rattlesnake also
