I had to patch 4 computers (me and GF) using automatic upgrade without any problems. Too bad there wasn't an easy access to the manual FULL upgrade so I could download this only once... Also tried the full client install, same problem, we have to download it for each computers.
Good thing for 1.2Mb/sec download... bad thing for my monthly ISP restricted download/upload ratio :(
Cheers!

on win xp pro (not even an error)
Check for firewall and anti-spyware and disable them , my NOD32 firewall blocks even the popup about new upgrade.

On login screen press Esc for menu then press Optimize settings then Optimize for performance :)

I downloaded full premium client (eve_premium_setup_84063).exe It's installed to a different directory entirely then old build. I run this new install and it tells me I don't have correct patch.
The problem is, it tries to download the full 2GB again, rather then the 84063--84224 patch.
Oh and I followed the navigation links here.. I didn't do any dodgy url hacks :)
Make sure you start the correct shortcut on your desktop :) You installed 2 clients like those who want to play TQ and Sisi at the same time. (right-click properties to check the correct install location.) Better uninstall the old version before doing a full new install...

Just FYI, I have no anti-spyware/firewall/antivirus on this machine, and had the same problem. Not saying you're not correct to say disable them, just saying that may not be the cause.
I report from my own experience with NOD32 which was causing that problem on my machines :)
