May be a stupid question but what best to fit into medium slots for hulk mining besides a scanner ? Also is it better to fit MLUs or cargo expanders

To the 2nd question: if you're going to jetcan, or you have a hauler or Orca with you, MLUs. If you're going to mine&haul with the Hulk, expanders.

Small shield booster and a couple of shield resistance amps for the rats in the area can be helpful. Its better if you have someone else tank the damage outside of high-sec.

If you in HS, then you could put anything you please in there, as long as you have a drone or two out. If you loose a hulk to belt rats in HS, you earned the embarassment
I would have to agree on the lows, MLUs for hauler mining, Cargos for solo mining. If your using MLUIIs you won't be able to do much at all with your mid slots anyway. -----------------------------------------------

You need a shield tank, webber, point, NOS, T2 medium drones and a salvager

The answer would depend on several factors: -What will you mine (ice, ore?) -Where (high sec, low sec) -With or without an orca around?
If you don't know what to fit, then fit shield tanking modules (shield resists, shield extenders).

Given the Hulk's built in resists and passive regen, is it even possible to lose one to a Highsec belt rat? Maybe if you are in Amarr space due to the EM damage?

Resistance amplifiers and a small shield booster. Gistii B-Type should be fine, but for those with more dollars than sense, go for a Pithii A-Type so you can really pimp your ride - they're only a billion ISK on contracts :)
For tanking hisec rats you barely even need the booster - my Hulk with Kin/Therm resistance amplifiers can passively tank two Mordus Sequestors and a Domination frigate spawn.
As others have said, if you've got someone else to collect ore for you, go with MLUs. If you're mining/hauling on your own, make some friends who can haul for you. If you are socially challenged, just create a friend to fly an Orca, at which point of course you'll be using MLUs in the Hulk.

Probably for .4 and .5 solo mining, no hauler.
You said medium drones, so light drones wont cut it?
Im hardly trained in the use of drones or electronics

I personally mine in 0.5 with a Hulk. Five light drones are more than enough to keep the rats from doing me any harm. I've got a shield boost and a shield recharger on it, but haven't really thought of much else to put in the medium slots. And I've got a T2 Cargo Expander and an MLU, so a little of both worlds.
The rats tend to deal damage so slowly that even without the drones, I think I'd have to be afk for at least half an hour before they got through the shields.

I recommend getting EVE Fitting Tool (EFT).
I'm planning (requires some skills to fit):
Mid: Small Shield Booster II (always on) Resistance Amplifier II (for your local rat damage, eg. Thermal for Guristas) Resistance Amplifier II (for your local rat damage, eg. Kinetic for Guristas) Capacitor Recharger II (for continuous shield boost)
Low: Cargo Expander II Cargo Expander II
Though I'd like an asteroid scanner, one can get by without it. If you use drones to take out rats instead of tanking them, then that can free up mid-slots.
EDIT: I mine in 0.5 and two light drones take care of rats, though sometimes a drone gets targeted. I'm moving to four light drones to take the rats out faster before the drones lose their shields.

In high-sec you don't tank rats. You tank suicide gankers.
I am using this setup when mining in 0.5 space.

had a scorpion pilot with smartbombs attempt to kill me this week. he killed a drone and got me to 60% shields before concord owned him. (he dropped 800k worth of salvage )
I am usually too lazy to use my survey-scanner (or even mine the correct ore). I just activate my lasers and tab into counter-strike. So I am going to remove the cap-recharger and survey scanner in favour of two small shield extenders. Hopefully my hulk shall endure the next encounter with the madman in the Scorpion class battleship.
