what does this mean?
please observe CONCORD guidelines on useage frequency to avoid brain damage
i see it when I go to remap attribute points but i have no idea what it means or where the guideline is.

You can only remap your attributes once every 12 months. Newly created chars get one 'free' remap.

Nope. Its just flavor text to give an in-game reason behind the 12-month wait. It won't let you remap more often than you are allowed.

CCP thinks they are stoopid, so they get an extra change to correct any mistakes. This also allows them to try out the system and still correct any mistakes themselves and not bother GMs with petitions.

Actually, my understanding is that they no longer get to pick attributes at all at character creation time (presumably starting out with all 7s or something like that) - rather they get introduced to the concept of neural remapping near the end of the tutorial. Thus the first remap they get is effectively them picking their starting attributes - and once that's used up, they get one remap every 12 months just like the rest of us.
Though the "letting them mess up first time and then correct the mistake" hold water too - it's why us vets get the remapping option after all, so those who made the mistake of thinking Charisma was awesome can correct it now.

Yes, Apocrypha characters start out with 8/8/8/8/7.
Before Apocrypha, your race, bloodline, and ancestry plus 5 additional points to spend as you wanted made up your base attributes.

Ok im not very good at english, so please help me Lets say i have empathy +4 and presence +4 so doeas this mean that i can distribute those +8 skills points to something else? lets say +8 to perception? |

No. Your attribute points that you can change are a set amount. Your implants and learning skills never affect this.

Your collective stats are calculated by the following formula:
(base + implants + learning skills)*(1+(.02*learning))
example: [max learning] (12 base +5 implant + 10)*1.1 (Learning V) = 27*1.1 = 29.7 [In game, the stats displayed are truncated meaning the decimal is just not shown, no rounding involved]
You can't have any lower than 5 in a stat. Your base stats will always add up to a total of 39.
Your learning skills and implants aren't a modification of your BASE stats and therefore don't play any role at all in neural remapping.

Fortunately not. Charisma is useful, dont listen to the "fanatics", you want charisma same way you want perception, intelligence, memory or willpower.

Trying to remap my attributes and i get this message :one of my attributes is set to low, operation halted risk of clinical lycanthropy????
Why cant i remap, all my skills are distributed and what not...

I believe that message pops up when you have an less than 5 base points in an attribute and attempt to finalise.
You need to redistribute your points more evenly.
