If so guess theres no way to create one BPO Tech 2 ship now I guess if not I heard there is or was a way that would risk loosing your BPO Tech 1 BPO for a slim chance at a Tech 2 BPO Donno if this has been asked tons of times im a newb sorry

T2 BPOs were originally "seeded" through Research Agents. It used to be that if you had a Science Skill (ie Gallentean Starship Engineering, Mechanical Engineering, etc.) and enough standings with the agent, you could start research with them which would generate points based on factors very similar to those that influence research point gains today. Only instead of being traded in for datacores, research points were used like tickets in a lottery. Every so often there would be a drawing for say, a T2 1MN Afterburner BPO and if you were holding the ticket for that, your research agent would send you a mail saying they'd made a breakthrough and you'd basically won EVE.
This was pretty dumb game design, as it meant that if they continued giving out BPOs, then the price of T2 would keep falling and falling and everybody would have access to a BPO or they could completely cut it off and stop seeding BPOs and only a few people would have access to the BPOs and prices would go through the roof for the modules, not to mention the BPOs.
The solution was invention, where anyone could get into T2 production, it just took some capital and a bit of effort to learn the system, but that's most things in EVE.

As a rule, the OLDER Tech 2 designs (intercepters, AFs, CovOps, HACs, Recons, Logistics) have BPO's floating out there. I believe later tech 2 ship designs (Interdictors, Command ships, Black ops, Marauders) do not, as they came out after the lottery was gimped/removed.

Only the T2 BS, Jump Freighters, Electronic Attack ships et al were post the lottery. All t2 items prior to that have BPOs floating about. --

And heaps of items Mining Laser Upgrades, T2 Sentry drones, etc etc there's quite a list.

Perhaps convert all T2 BPO's to max-run bpc.

When you look at items without BPOs selling for lower profit margins, it would seem the perception they distort the market distorts the market more than the BPOs.
CCP didn't introduce invention to obsolete T2 BPOs, they did it to stop the ridiculous profits they were making, and inflation of T2 items that was making them an option out of reach for many players.
Any BPOs left that have any impact on the market can only be in items that have tiny volumes, or tiny profits, in which case the BPO owner that paid billions for their BPO is likely to be making less isk than an inventor using the same slot.
Eve also, in case you haven't caught up, is anything but a level playing field. It's all about scrambling for the high points first.
