so i was just looking at a mission and it was not interesting. i decline, and a new mission poped up? so what is this?? we can't decline a mission without a new one poping up anymore??? and what is the delay button for anyway???

The mission is declined when you click declined. The new UI for whatever reason then gives you a continue button while displaying your old mission, if you click continue you'll be given a new mission.
Coincidentally in your journal the new mission will display as the same type of mission as the old one, eg declining a courier mission and accepting a combat mission will cause the journal to display type 'courier'.

Frankly no. I accidentally hit the wrong agent in the station, and by the sounds of it, there's now no way I can clear him out of the journal.

Try declining the mission while in space rather than in the station. It worked for me (after this latest update). |

Confirming Roland Five's comment work in another station too just open the agent offer decline if your not docked in station it stops the next mission offer, not sure how it will work if its storyline should be same but not had one offered yet.

In the OLD mission dialog, once you declined a mission you were confronted witht he decline dialog, and a button labeled "Back". Hit that BACK button, and you'd initiate another conversation with that agent, and he'd offer another mission.
In the new dialog, that same button is labeled "Continue".
When you see that Continue button, CLOSE THE BOX. You won't have any missions on offer then. Hitting it does the SAME THING that the old "back" button did - initiates another conversation.

Doesn't work with storylines... gives you "Cannot decline mission /(Agent name)has no other missions for you right now."
But did expired storylines give standing hits before...? Been so long I don't remember.

Exactly. I don't have any interest in Storylines. After this new patch it seems impossible to decline storylines(unless I am missing something), which is a BIG problem for some people, me included. =====

Oh, don't be so dramatic! Why is it such a BIG problem for you? Just don't run storylines if you don't want to. There was never any standings impact for letting storylines expire, and now there's isn't any impact to letting regular missions expire either. So just let storylines expire...

I wasn't aware of this. Are you sure there is no impact for leting mission offers expire? If so, thank you for the information. =====

100% positive on storylines. AS for regular missions, with the new expansion they apparently don't have any impact for letting those expire either. I haven't tried those yet, but perhaps someone else can confirm that. Here's a quote from CCP about that:
