I'v been using 2 x Shield Defence Field Extender I on my cookie-cutter Rapier. Works ok for "Nano" gangs atleast,,,
I think the armor Rapier is getting more popular these days,, since 2 webs and point aint all that anymore. So maybe armor tank/rigs is the way to go.

Either Core Defense Field Extenders, or resistance rigs.
Dont bother armor-tanking it, you just get a crappy tank and will be slow ontop of that.

QFT, low-sec gangs almost always have decent logistic support, i think the concern is catching your target fast enough(all you have is hics for a bubble, and they run focus more often than not).

I got falloff rigs on mine
They work fine as i got 3x425mm on my rapier. I let other people do the probing. They also used to be polycarbs, but nano doesnt rly work anymore :P
Once i get recon 5 tho, i think i might go for some gavity capacitor upgrades :P |

For hunting small stuff use either of these:
Targeting Systems Stabilizer Projectile Ambit Extention
For expecting to get hit use Core Defense shield Extender, but then if you're expecting to get hit you're probably doing it wrong.

I can see it being useful with the old probing system, but after patch I've found combat probes working that good/fast that I never considered rigging that way now.

It depends on what you're doing and what your mids are. I fit a LSE II and an Invuln II and stack resists, but some people sorta just forgo having a tank altogether. I think this is a bad policy, but if you were going to do it, the extra probing strength helps.

10% strength is indeed not that critical compared to the scan time bonus before patch, but the extra accuracy saves you a lot of hassle when trying to get someone in a hurry, especially when there are more than one ships close to the deviation range. It¦s also much cheaper than buying a Sisters launcher which for some wicked reason sells for 70 mill now and only gives 5% scan strength. For this role, the shield rigs are fairly useless, if you come across something bad, you will have to warp away either way. They may give you a few more seconds if you misjudge the damage potential of the victim, but other than that, they are better suited for ships like the Huginn.

Personally I use 2xPolycarbon Engine Housing I. The Rapier isn't there to damage and I've never really felt all that comfortable shielding tanking, bigger sig radius for a ship that's usually called primary and a favorite target for missile boats, armor tanking is out of the question.
Rapier is used for scanning things down, holding targets until your gang warps in, catching ceptors/nanos/vagabonds, and keeping people from escaping gatecamps. With good skills, some LG snakes, and a good amount of knowledge with tranversal you can speed tank anything that can really hurt you and snag anything that can actually catch you. If things start to get nasty webs, speed and agility will help you escape.
Again just a personal choice though, many people don't like this setup much anymore.
