I mean, is there a chance table for where you will end up?
Most of the exits I have found in W-space past couple of days seem to land in Verge Vendor. Could the ebil devs have a thing that says "omg not enough players in verge vendor, open teh wormholes to that region"?

Yes, wormhole destinations are weighted. Wormholes in high sec are more likely to be "easier", while low/null sec tend to be more dangerous.
However, this is not a hard and fast rule, so be careful.

Yes, but what he was asking was if they open to empty regions more frequently than say Empire. And no, its completely random. But im sure there are limits like max 2-3 WH's per system. But for all you know, every wormhole you find for a year might lead into the same region, just by pure chance.

There is a weight system.
The systems are divided into 9 classes according to Entity. A destination wormhole will appear in the same class of system as the source wormhole.

From aridia for example
Last week it was fountain and metropolis and curse This week citadel verge vendor and curse as well as stain
Some days a whole 13 system constellation will have all w systems the next we ended up with half high half low sec. and 1 wh out of 10 to wspace.
So i think every 2-3 dyas there is a common regional "theme" where certain areas are linked up or certain k-w w-w or k-k align in a fixed pool

Classes do not necessarily follow regional boundaries, in fact with only 9 classes they would have to cover multi regional barriers :)
However I doubt the devs will explain it to us so it'll take more time to develop the actual patterns.
