I've seen this before, and I wonder what would be the right way to do it. The only problem I see is lasting long enough to volley down a barge before the drones get me. Any ideas?
This is a horrid fit, but it's all I could think of.

If you're (seriously) trying to get fights by canflipping you need ships that people think they can pop easily (then hide in the station for 15 minutes after) and then fit them up so they don't suck.
I don't flip cans anymore (mostly did it back when I myself mined a lot, when I was bored, or, occassionally, when I was encouraging competing miners to go mine somewhere else), but when I did, my best flipping ship was Velator, with the Imicus being a very distant 2nd.
Only noobs or clueless idiots will fight a Rifter or T2 anything in a mining ship.

I'd hoped the reason to use a Nemesis was obvious. Flip the can, cloak, wait for them to forget about you. I've seriously seen it work before, but I'm starting to think it might have been a fluke.

Best I could come up with for a Nemesis:
HIGH: 3 x 'Arbalest' Cruise Launcher 1 x Improved Cloak
MEDS: 1 x Warp Disruptor II 3 x Phased Muon Sensor Disruptor I (Range script)
LOWS: 1 x Co-Proc II 1 x Overdrive II
If your victim hasn't deployed drones he's toast, since there's no WAY he's locking you. If the target HAS deployed drones, the auto-aggro will toast you.
You can cram a MSE onto a bomber, which might buy enough time to complete the kill.

I don't think a Stealth Bomber is the ship for that job, as you increase the chances of being spotted: First when you're on the grid, and again when you flip the can.
Before they nerfed it into that horrible Khanid crap, I used to fly the Anathema with a mapc, little pulse lasers, heatsinks, microwaprdrive and a "shield tank". Warp belt to belt at 100km cloaked, bookmarking cans as you go. Once a you find a suitable mark you could swoop in and flip the can before zooming out and recloaking.
Most miners AFK mine to some degree and so the principle of using cloaked ships to flip cans is sound, as it increases the probability that if you rename the can appropriately they might fail to notice the colour change and may fall for it. Likewise as you're not on grid, the probability that they'll try to sneak the ore back into their container and/or get it back to station in a hauler increases.*
I've not tried it, but you could probably have some fun with a Helios:

*I can remember one particular time where my name ended up scattered on cans saying 100m for my corpse - I was flattered, as I'd only managed to run off with ~20m in veldspar (I also used a hauler as well as popping his miner in my covops. What can I say, it was just after ISS fell into BoB's pocket fully and moved up to Geminate and I didn't know what to do with myself!) -

If you are going to be cloaked, so they can't tell what ship you are in anyways... why use a stealth bomber?
I would just use a Recon ship instead.
Sit cloaked in a Pilgrim. They come back, float over, alpha neut them and destroy. Done deal.
At least with a Pilgrim you can engage pretty much whichever ship they bring. Frigs, cruisers, barges and battleships all die to a Pilgrim 1v1 and it can handle quite a few T2 ships as well in 1v1's.
