Personally, I've always wondered why all the stars twinkle. That's an illusion to us here on Earth caused by atmospheric distortion. They don't twinkle when you're in space.

I would really like them to update the space graphics myself.
I think as the ships, stations, asteroids and planets get updated graphics and enhancements, the quality (or lack of... it is starting to look dated) of the backgrounds gets further and further away from the rest of the game.

1. Players insist on running on old or crappy graphics cards. CCP did a poll to see what players wanted. That limits heavily what CCP can do.
2. Also that means HDR will not run with AA and be officially supported which has to happen or CCP gets in trouble as players accuse them of breaking their cards. The older graphic card manufactures cut corners so you cant have both on older cards so blame them.
3. Other graphic elements cannot be undated for the same reason.
So blame the players.

Isn't anyone going to mention that glow/shine effects cut through ship models...? It's very ****ing ugly.

The skybox's do have graphical artifacts from it's compression and size (256x256 cube face size). I believe they are compressed dds textures using DXT1 or DXT5. This gives a rather harsh ramp when rendering with alpha transparency. Skybox's in Eve have transparent backgrounds for the stars to shine through. Because of this, you get the nasty edges. This isn't a CCP issue, it's a DirectX issue. Sure, you can render twice to get nice fades between the color ranges by rendering once with the alpha test (transparent background) drawing to the depth buffer and again without rendering to the depth buffer but this causes double renders and slows down FPS.
The issue with not having sharp textures. Everyone's graphics cards are different. Different gfx cards handle AA differently and since you stated you had AA tuned all the way up to 24x its also performing AA on the multisamples of the textures. Either turn your AA to something like 4x or get a better gfx card.
Planet textures are a hit and miss sometimes. A lot of the planets look the same as they did from day one. Others, look better (there are a few planets with "cracks" in it's surface that look pretty, others are just cold gas planets that don't have too much detail). I do think CCP could step up the normal mapping and stuff on the planets like we have on the ships but again, this would all take time away from gameplay programming etc etc. I'm sure they will redo them at a later date.
Caldari ships look a lot better now then they did back in the classic client. I do agree that some of the caldari ship designs are a little out in left field compared to others. However, having played almost every race in Eve, I can tell you each race has a few ships whose designs are a little strange. That is why I think Eve has done so well. The artistic direction in CCP is top notch and if you think you can do a better job designing ships, do so and let CCP have a look, otherwise, let the artists do their job.
DX10 isn't needed as of yet as not everyone has updated to vista etc etc. Having programmed several game engines in the past I can tell you its VERY difficult programming a game engine that supports both DX9 and DX10 and automatically selects the right version to use with your current setup. I don't expect a dx10 version of Trinity Engine out anytime soon. Maybe by late 2010 or 2011 we will have dx10/11 support but dx10 doesn't make a game look any better, only helps developers on what they can achieve through the pipeline (example, vertex data stream results).
When they add the ability to walk around in stations etc you may see other aspects of eve updated as well. Just keep your fingers crossed and enjoy Eve. If having a few graphic artifacts in the backgrounds throw you off of Eve, then might I suggest the unsubscribe feature of the account management section.
This is a 'game dev' who i think might actually be a game dev.

Read this again and think about what this statement tells us about you. I'm not joking or jesting here, you are seriously saying that because you don't like the style of certain ships and stations that the designer, freakishly talented designer, should be shot.
