The reason for using the cloaky dictor is the INSTANT bubble-up as soon as you decloak.

Not 100% safe, but about as good as you can get
This is what I have done, and have yet to be jumped. Get AA to V and the Hardwires, you can usually even catch the ship exiting the new WH before it cloaks. Not a terrible Idea to have a set of Cores out inactive while 1 Deep Space probe is at 256AU doing overwatch, that way you can get the new signature pinned and eyes planted.
Often the people who grid their holes spend a little time before actually jumping in, which is great, then you can stage something on them before they have any indication you are there. Fail on their part since they are technically the invaders!!
