Amarr have excellent battleships+zealot+revelation and are better off in a gang/fleet/pos fights generally as snipers. If thats the thing for you definitely go for Amarr!!
Minmatar has excellent T1 ships+Vagabond+jag/wolf+stiletto and are crazy good solo/small gang/FW. If thats what you like, you can't go wrong with minmatar!
Amarr are so focused usually they lose versatility, low amount of midslots, all ships got cap use bonus(loses versatility), tank and spank fits "only". ...and on the contrary... Minmatar ar so versatile they lose in large fleets because the minny good stuff are worse applied there.... versatility, speed.

I've been searching quite a bit, but finally found it here.
Too bad it doesn't say by how much it was increased. I'm pretty sure it was 20% for at least one of the systems, the other could have received a 15% dmg boost, I don't remember exactly. What I do know is that it gave Minmatar a massive boost, they went from being the absolute worst choice to being the best in many categories. Especially in fleetfights where the Tempest was still inferior in DPS but more than made up for it with its huge alpha.
Shortly after the patch we took a few Tempest and Geddons into Stain and had a turkey shot (3-4 Tempest always on top of the killmails). Friend of mine in a Geddon and I took down BSes before they could warp off. Cruisers popped with a single volley of my Pest and with a bit of luck even HACs. Those were the days. ;)
Mind you that's a massive 4 years ago, about 2005. As far as I can tell every gameplay change worked against Minmatar since that time.

Interesting. I started late '04, and I remember my mate telling me that minmatar was the best pvp race. I remember 1400 tempests being able to take out half of your HP in a single shot. I was like whoa do want. That must have been right after this boost.
Sad thing is, once I actually got the skills necessary for minnie pvp they were already on their downslide towards today.

Go Amarr, they have excellent ships across every class. I would say the Zealot is (currently) the best HAC in the game, Curse is just wicked, and many of their others ships do the job (Dictor, HIC, SB, etc). You will then also have the best BS and Caps in the game.
Of course this could all change in 2-3 years, but right now Amarr is the race to be.

My understanding of Minmatar is that you'll need double the SP to fly their ships properly compared to what you need for Amarr.

There is noting that is called the best race to be now. Yes Amarr have some great ships. I can't deny that. But saying Amarr is the best race to train now is not a good way to introduce new players into some races.
It's all about what kind of PVP style you have. And Amarr is not best at everything.
Minmatar is much better than Amarr where the Amarr is weak. But then the Amarr is much better where the Minmatar are weak etc etc.
So it's all up to what you want to do in EVE and what PVP style you have.

Minmatar if you live in a situation where mobility is important. Ammar if you want the best tank/gank combination.

Yes and I'm sure a lot of new players already know what their prefered playstyle is before they even find the undock button and in general know what they are going to do in a years time. And when they train up their ships and discover they don't fit into what they want to do... well tough luck, everyones smarter afterwards.
