Can anyone tell me why experienced pilots do this?
Is it for Kill Boards or just for fun.... I see it more and more frequently in the amarr starter region..

Do you mean can flipping?
Its done because its easy to kill n00bs and to rack up points on a killboard. Some people have fun doing it. If you are carefull though its completely avoidable. Don't shoot at a can flipper. Or even better, don't use cans if you want to be 100% safe from a flipper.

Not really can flipping, people leave cans outside of the starter station with missles etc in them and name the can something like "free missles please take" some noob will take them up on their offer and bang they're gone. UNSC- United Nations Space Command |

its got to be a starter system, but yes, its petitionable if you bait newbies or scam newbies in their starter system. We come for our people |

Just to clarify, it is only the starter systems where this is not allowed. Specifically the system you spawn in when making a new character. If the person is baiting in the system next door it is OK, the only places are the actual starter systems with 1.0 sec status and 1 academy station. Somewhere there is a list of the systems, there are only about 10 or so of them.

Can you tell me where/what systems you see this in?
It sounds like a fun way to get some quick and random PVP! It would also be interesting to see how these guys are setup for a non-noob.

It's a really lame way of getting killboard status.
And as a warning it seems like the main station for the Epic Arc missions is a real target for this.

Sorry, what I meant by pvp was that I (a non-noob) would go to that system and take the bait and engage these guys.....grief the griefers. I agree, picking on new players is lame, so it might be fun to mess with these guys.
I went to Duripant looking for this type of setup but didn't see anything there.

You can call it whatever you want, but it's nothing more than bullying. Bullies pick on people they know can't or won't fight back. I have no respect for can-flippers or anyone else that hacks on noobs. I've been bullied before in R.L. and I'm sure many of you have as well. It's no different here.

Heh, this does sound like fun. Maybe I'll have to take a peek into some of the deep empire systems and see if I can gank a ganker.

Just be sure that you use a noob ship for it first. Don't fire back so you get kill rights, then come back in a better ship and say, "Surprise!" to the ganker.

I lost a Retriever to a flipper once...petitioned and got it back 2 days after (I bought a new one already ....). I thought he got banned, but I found him doing the same EXACT thing the next day outside the station.
Also: never EVER engage someone you think you can take if they fire at you. If you get fired at outside a station, DOCK if you're in range, or hell, **** off the ganker and eject to deny a killmail
Consensual PvP near stations is stupid anyway, since if you take their can, they'll just dock and come out with something bigger to wtfpwn you with. Their age should be a giveaway in that case, although it's not 100% reliable.

Actually if they destroy your ship, whether or not you're in it, they still get the killmail. If you manage to self-destruct before they blow you up though, then there's no killmail. Of course, it does have a countdown, so if its a small ship you're likely to be dead before it autodestructs.
