To answer your question, bumping in order to stop someone warping off or to keep them away from a gate so that you or friends can blow them up is not a problem.
Bumping people in high sec for ****s and giggles (e.g. continually bumping some poor guy in a freighter away from a gate) might get you a visit from the GMs.

I'm aiming to bump the heck out of the hulks whose cargo containers I've looted (as in they can attack me without being CONCORDOKKENED)... but do not attack me.

Hmmm, dunno, what is the purpose of bumping them? To **** them off even more in the hope that they will shoot you?
Bit of a grey area, try it and see... if they are AFK macroers then they won't shoot back anyway but they also won't petition you. If they are actually real people then they might petition you or just log off
Either way it seems a tad pointless

It's legal as long as you have a legit reason for doing it (such as bumping somebody off of a station with 35km dock radius )
Dunno about bumping hulks in highsec, you could say it's to stop them aligning out cos you don't have a point fitted but I dunno. Try it anyways, it'd be worth it to see a macro hulk burn slowly back across 1000km back to his can

If you are going after hulks you can only bump them effectively with something of equal size.
It used to be the machariel but I dunno now with the recent changes to agility and mass :(

Bumping is NOT bannable.
However, bumping a freighter at Jita 4/4 for hours at a time can result in a successful petition.
SO, always 'ransom' the person you are bumping or have some plausible excuse just in case someone is shown preferential GM treatment (again).

This afaik is the truth. You would have to do it for ages to get into trouble, and only if for no reason besides to spoil someones day at no benefit to yourself.

I do this all the time actually, fit a stabber for speed then just hit them with all you got. I've broken up several mining ops this way.
People get irrational when you ram them with large rodlike space ships.

Bumping is not against the rules that goes for bumping hulks in high sec (its great fun in ice belts) We call it an ice miner IQ test as its pretty easy to avoid being bumped away from your can too much but most of them are too stupid to think about it (you have to get them 40km away from the rock to turn of ice miners though ) Also a good way to rid the belt of macroers.
