Cant seem to anchor cans in anything less than 0.7 space - is this correct ? is there a way round this ?

erm, you have your wording or something backwards?
you cannot anchor cans in 1.0, 0.9, and 0.8. you must be in .7 lor lower sec systems to anchor.
if as you say it is correct, and you can't anchor in, .5 for example... well then something IS wrong.
but for the high sec part, no way around it. the ones that are there now, are from before the rule was changed. (disallowing anchored cans in high sec)

Maybe being able to anchor in higher security space for newer miners?
Example:
0.7 = Anchoring 3 0.8 = Anchoring 4 0.9 = Anchoring 5 1.0 = Exempt from Anchoring.
I dunno, Im still fairly new but thought it would be neat for the common mineral belts.

Higher skill at anchoring allows you to anchor your can closer to other objects like asteroids or other cans. Very handy for miners.

Do you know how many meters of difference per skill level it is? That's very handy.

I believe you'll find higher levels are also required to deploy warp disruptors and POS components.
