After a couple of false starts I have come to the conclusion that as it stands now you can't just nerf/ buff one captial ship and fix everything. Instead we need to look at all the capital ships and pick roles for them and adjust them accordingly.
THat being said we need to look at a little history and/ or add some to come up with reasons why we even have the ships. So little fun with a vision.
The carrier was created as a Capital suport ship to bring in replacements and to serve as a repair and energy transfer station. Equiped with substancial drone and fighter bays they can hold there own why providing support. And as such are the only ships that can support captial size remote repairers and energy transfer systems
THe dreadnought was created in repsonse for a the need to take out SOV Structures, POS's and even other captials. THey are DPS centered to give and receive damage
Super Carriers where created to even the odds, THere job is to take out other capitals, and or replace a few dreads on the field. THere ample ship hangers also provide more spare ships for those that need them. Equiped with drones / fighters / and fighters bombers super carriers can create havoc on the field if left unchecked.
Titans where created for two reasons. First, with the growing fleet sizes, the races released that carrier and even super carriers could not keep up with the need to move mass numbers of sub capital ships. THe jump bridge provides the answer to that problem. Second, with the growing numbers of drones, fighters and fighter bombers a counter was needed to even the odds. After an initial go of a concentrated super weapon, which proved to be ineffective against large numbers of carriers. It was decided to go after the ctual damage dealers themselves. BY provding a area effect DD weapons a titan is able to remove the swarms of drones and its big brothers with a single shot.

So what needs changing to make the vision happen Carriers, Dreadnoughts, Super Carriers & Titans.
Now I am only talking major system changes not small tweaks that may or may not be needed.
Carriers - (Combat Support) They are good to go. Lock down captial remote repairs and captial energy tranfers to only this class. Seperate Fighter Bay would be nice Captial Remote repairers and Energy (see carriers)
Dreadnoughts - (Front Line Damage) THey are good to go.
Super Carriers _ (Front line damage) Remove there ECM immunity. Captial Remote repairers and Energy (see carriers) Maye reduce there HP's to pre-bomber levels Fighter bomber bay, would be nice, it would make it easy to regulate there reloads.
Titans. DD weapon change. Bring back the old DD weapon (SMART BOMB RULES) EXCEPT. FIrst - Adjust the damage so that it can take out any drone / fighter / fighter bomber and stop there. Second - DD weapon skill determines range. 1 - 25 KM radius 2 - 50 KM radius 3 - 75 KM radius 4 - 100 km radius 5 - 125 km radius Third - DD cycle time, TBD (20,30,60 Minutes ?)
Last for those pilots that have DD past 1. Set them to one and give them the skill point credit back so they can decide where to stop.
Conclusion. SO what have we done in regaurds to super capitals. Well Super carriers are still nasty pieces of work but can be jammed. Titans no longer can kill a single ship but if 20 super carriers decide to send there bombers in its DD range... Well then they will lose there DPS in a single shot. So I have created a impass of sorts with super capitals.
THis is the most balanced idea I can find that works for all the capitals.

Actually first the AOE have a limited range and damage. So you MIGHT kill some small ships that way but not enough to claim a I win button.
THe point is titans and super carriers nuetralize each other. SO they are great to have but being too dependent on them can cost you. Cheaper and more effective to bring Dreads and Carriers.

You realize that F-Bombers have around 28,000 EHP right? So in order to kill fighter bombers in its range the DD would have to do at least that much damage.
That means 3 DDs would do more damage than the old DD which was capped at 60,000
I still dont see the problem with: 1. nerfing the SCs EHP by like 10% 2. removing the local rep bonus of the siege module and replacing it with a 15% resist bonus and nerfing their EHP by the same amount. 3. allowing dreads to receive RR in siege
That and possibly halving F-Bombers damage and tripling their ROF so their DPS increases but they would have trouble killing well tanked dread + carrier fleets, but Titans wouldnt have a problem killing them, however SCs would rip through Titans fairly easily |

Considering you already said they could have 125km range, and as Sigras said, would need to push 30k damage each, those 12 titans would pop any subcap and some badly fit caps (840k damage, I dunno your average dread or carrier ehp). |

BAH it ate my long post. Make it short.
GIve the titan a damage bonus against drones and there big brothers.
I agree we don't need the old DD back. However I have not issues with that DD taking out frigates or even poorly fitted cruisers, or not if you all feel it could be abused. Protection comes at a price.
We need to have it so TITANS and SUPER CARRIERS cancel each other out. As long as there is a benefit to bringing more of them to a battle the escalation will never end.
