Yes it is worth training the skill to level 5, especially if you aim to pvp as it's 5% more damage for the lights and mids meaning faster death to ikkle ships.

For PVP you definitely want to train it to V eventually. I would get Drone interfacing to IV first and then train it. If you are mining it's not that big a deal but since you want to get into some PVP that extra 5% damage will make a difference.
Of course you want to consider getting cruiser to IV at least so that you get the Vexor's 10% per level bonus up. I guess what I am saying is train up the support and ship skills that will get you more DPS faster and save the skills that give lesser bonuses for later. ---------- This post brought to you by the worst PVP'er in Eve |

When it comes to PVP, any skill that allows you to apply more damage to the target, or tank more damage is worth taking to V. Mainly just comes down to priorities.
The 8-9 days required for Combat Drone Operation could be used buffing your drone specialization skill, Heavy Drone operation, Drone interfacing, or Gallente Cruiser. Maybe it's better spent working on your gunnery skills, or tanking, or speed.
Load your Vexor fit into EFT and play around with your skills. See which skill has the biggest desired effect for a given training time and train it next.

Is almost every general-pvp (i.e. not ship specific) skill "worth" training to V eventually? Pretty much.
Is almost every general-pvp skill "worth" training to V NOW? Of course not. You're losing the opportunity to train every other potential one to V (or something else to another level).
tl;dr: Get drone interfacing V first.
