I'm a bit of a newbie and have been reading through a lot of threads. I am trained in mostly drones and use an arbitrator. I haven't had much trouble with missions using a tank stylized build, however my questions lie with pvp.
I don't understand why people are using small neutralizers x 2 and small nosferatu x 2. Everyone says this is great but when I practice with my friend vs his frigate and another friend vs his battleship I hardly drain their cap, not even mentioning the absurdly horrid range they have. Why do people use small nosferatus and small neuts? I'm referring primarily to battle clinic loadouts I see. Is there something I'm missing regarding the arbitrator? What is the arbitrator best at fighting? Should I be avoiding fighting battleships? etc
I'm trying to understand these things and I really don't see the advantage of smalls over mediums. Please elaborate for a poor newbie.

well a small energy nuet wont scratch a battle ships cap, the reason their used on the Arbi is because it cant effectively fit the medium ones is because it doesn't have enough PG to use the medium nuets/nos without dropping its tank.

Its tank isn't even that great. So its a decent tank and mediocre neuts/nos ability? Do smalls even hurt cruisers? The frigates Ive fought weren't even having a problem with the neuts. Whats the advantage of the Arby again?

Well, compare the size of the cap on various ships.
Then look at the amount of cap small cap warfare stuff drains.
With medium cap warfare stuff you can probably zap the capacitor on a frigate in one or two cycles. Small stuff I haven't done the math.
Yeah, I'd avoid battleships. Your DPS is far too low.

what's your fit for pvp?
usually arbitrators are fitted with mwd and 1600 plate and when u fitted those 2 item you will realize you have no more fitting for medium neuts. 4 small neuts are awesome vs scrambling frigate and can give some problem to active tank cruiser, but you shouldnt go that close keep the range and let your TD do the job.

Personally I fit reps on an arbi and no 1600 plate, I've killed two hawks and a factionfit Enyo in it, so it's in no way a bad ship if you find what works for you

the whole point of the arbitraitor is to controll range and or transversal(webs, ab, scam is most effective) and then to mitigate damage with its tracking disruptors, the nos are to keep youre cap going without a capbooster and really do help, and the nuets are to finesh off that last thread of youre opponants cap after hees been nossd to hell.
i mainly solo in this ship as in gangs id be in something else these days, if in gang id fit two tds plus an mwd and a 1600, but as thats not very good for actually killing stuff just fuking it over.....
med nos, small nos, 2small nuets(2x small drain the same over time as 1 and a bit med) web, scram, ab, td 800mm, rep, eanmii, dcuii

The fitting in general depends to the role you wish the ship to have. If on solo pvp, choose your targets and don't worry too much about your tank. Just like some Minmatar ships rely on their evasive maneuvers to survive, you can use your cap-draining abilities as your main defense. Any cap-dependent ship for tank and offense will suffer to you. If they can't attack you, then you're "safe."
Going against Minmatar ships would be an issue for an arby, as projectile turrets do not use cap. Unless you know how to counter your opponent, just select targets you can go against, but don't be afraid to try your odds :)
What I stated is mainly for solo pvp since in a gang you can't defend yourself from multiple targets...
A 1600mm plate isn't "necessary" - Although it all depends on what+who you're going against, and on the situation.

if you step those then on a frig it should have a nice effort, small on larger then a frig not much effect..
nos it may help you keep your mods going a cycle or two more or you can restart your mods earlier

Okay, Thank you guys for clearing all that information it was very helpful. I have 2 close friends who I plan to pvp with, they are almost as new as me.
My last questions are relatively simple, how viable is it for an arbitrator to solo against a cruiser? If small neuts barely effect cruisers do I stand a chance against them solo? I guess what I'm asking is how would a typical fight against another cruiser go? Assuming I have the following offensive abilities, 2 nos 2 neut 2 TD 1 WEB 1 AB (assume they wont warp off just for now) how would the fight go and would it be feasible to win such a fight? Would there be a point to using the neuts at all? I'm trying to learn how to properly do this.
Lastly, Isn't the range for nos and neuts only like 6000M? I don't get how I'm supposed to Nos/Neut a frigate when they can fly circles around an Arbitrator with that kind of range as arbys are quite slow even with an AB?
