Some are used for datacenters to get faction standing. Some are used for LP store offers...and some are just sold to NPC buy orders for cash.

And is there a clear way to see how many it would take to buy something in the LP store?

Click LP store, you see the "Required Items" column, pick any object of interest that has required items to buy it, and the # of each required item is listed. e.g., 5xAngel Platinum Tags. I'm curious about the answer to this datacenter thing.

I asked this question awhile back. Here's the thread for you to check out. Some decent replies in there.
Additionally, in two instances where I left a station with some insignias (and got a warning about leaving the station with illegal goods, or something like that), nothing happened as far as I can tell. My wallet ISK didn't change and no "fine" was logged. So there must be a chance that you won't get fined - not something that will happen every time? <><><><> Success is not the result of spontaneous combustion, you must set yourself on fire. |

Yep there has to be customs officers around: Not Navy, not Concord, customs. And even then it's a dice roll as to the order people get scanned, if there are other people around and you fly away quickly chances are in your favour you will get away with it anyway. In addition some 'illegal' goods carry no fine or penalty status drop, even though they are still marked as contaband. Read item descriptions carefully.

Further to this: originally contraband items weren't allowed to be sold on the market, thus tags and insignias couldn't be sold in their faction's space, despite their having no legality penalty.
A patch a while ago changed this, allowing contraband items to be sold openly, thus making the contraband tag on things like tags pointless.

There are no legal consequences of any kind for taking any tags into any space. You will never be fined. You will never lose standing. You will never be attacked.
The original purpose for empire navy tags was to be bounties. Storywise, it makes no sense at all for CONCORD to place sanctioned bounties on empire navy ships. So instead, they all drop tags which you sell to an opposing navy station to collect the bounty. When the LP store was added, higher ranked tags were given an additional function in a number of offers.
Low level tags (for Caldari Navy, it's anything ranked below Captain), have no use in the LP store of any kind, and are only useful for selling.
Datacenter tags are pirate tags, which are all coded by material type (Copper, Bronze, Gold, Crystal, etc). Datacenters do not deal in empire navy dogtags.
Certain pirate tags are also useful as keys to bonus rooms in missions. Sansha Silver, Angel Palladium, Angel Diamond all have uses in missions (Massive Attack L3, Angel Extravaganza 3 & 4 respectively).

They're informally called dog tags as you pick them up from destroyed NPC navy vessels. In game, they're called insignias.
