Well, his skills are spread out between combat and industry as well as he is crosstrained which means less value (SP is spread between different races...especially caldari/gallente shield/armor missiles/guns).
Buyout of 5.5 Billion isk take it or leave it, cheers

His Gunnery skills are only 0.2M (just enough to fit a ferox (poorly)). The cross training in Gallente ships is only 0.31M, just to fly a Rattlesnake. His armor skills are a joke.. Thats only about 0.7M of not useful SP.
He was training for combat (v.early on) but he has been training to do most things except full on combat, he makes a good addition to a solely PvP character.
Covert Cyno + Recons makes up for this IMO.

Bid 5.1 Billion, and yes he's got the skills for cov. cyno, but c'mon man, you haven't even bought the skillbook and not that many people even use those things.

What Skillbook?
Covert Cyno is a lot more useful now that Black Ops can open Jump portals to Cyno-jammed systems.

It also still stands that his skills are heavily split between combat ships and industry skills
