Why is this?
Lots of reports about this, doesn't happen to me though. Try updating your graphic drivers since it was said to be related to that, if that doesn't fix it. Create a bug report to direct ccp's attention towards it.

2. After apocrypha has been patched I've noticed the FPS being stuck at 60FPS, give or take a few decimals. Before, the FPS used to rocket around 150+, even in hot-spots. Now I know 60FPS is quite ok, it's much more than my old machine ever gave me. But... I enter a belt, zoom in completely, and I'm still getting 60 FPS, but the game starts acting as if FPS has dropped to 6 FPS, and not holding at 60. The lagg I experience is as if I've been playing on my old machine, on dial-up(never played on dial-up, to make it clear). Now, as I got concerned that my machine could have been the cause for this, I've went so far to re-install windows completely, thinking it could solve the issue. But to no avail, the game behaves the same way. The same slowdown happens in warp, on stations, and anywhere else actually, even in dock, while doing the famous bored-the-hell-out-spinning-my-ship-in-dock thing... Another annoying this is the slowdown while typing, as if someone was preventing the keys on keyboard from entering the text...
Why is this?
This would be the interval setting. Intervall default is now on by default to stop people whinig about overheating graphic cards etc. This effectively limits your fps to your refresh rate (in your case 60 Hz / fps) to reduce video card heat. setting it back to immidiate will bring your fps right back up.
As for the third, I really haven't been ingame much lately, but if you think it's a display issue, make a bug report to get ccp's attention to it as well. _
