Just curious, is drone DPS affected by the player ship having a target painter on the drone's current target?
Been trying it, but frigates die so damn fast to t2 lights, that its hard to tell just by looking. Anyone know for sure?

A target painter can affect drone DPS, if the painted target's Signature Radius is smaller than the drones Signature Resolution.
Light drones have a Signature Resolution of 25m, small enough to hit anything. So a target painter won't help the DPS of light drones.
Medium Drones post-nerf have the same Sig Resolution as Heavy Drones: 125m, so a painter will help them hit anything smaller than that (most frigates and destroyers).
Sentry Drones have a Sig Resolution of 400, so a painter will help against anything short of a battleship.
Unfortunately, even with max skills a Target Painter II will only increase the target's sig by 37.5%, not enough to bring a frigate's sig up to the magic 125m.
So it will help with medium and above drones, but don't expect miracles.
It has no benefit to light drones.

A couple of target painters can make your heavy drones DEVOUR npc frigates, even elite frigates.
If you are like me you find that those elite frigs can take even longer to kill than Battleships. --

I haven't taken the time to dissect the turret formula. So, can you clarify for me? Am I to understand that any time a drone gets less than an "excellent hit", or whatever it's called, then it isn't tracking perfectly and therefore will benefit from a target painter? There is so much nonsense on the forums whenever a formula has to be interpreted. Sigh.

The tracking formula is linked in all its mathsy glory, if you want to refer to it (the blob on the right had side deals with accuracy reduction from being out of range, so if you want to assume being within optimal for these purposes it can be ignored as it will be zero).
The first thing to notice is that the overall chance to hit is 0.5^(something), so you only get 100% chance to hit when the something is zero. This follows that either (sig resolution/sig radius) is zero (impossible), or (transversal/(range * tracking)) is zero - which only happens when transversal is zero. A non-zero transversal velocity means less than 100% chance to hit in all situations.
Then notice that increasing range, increasing tracking or increasing target's signature radius has exactly the same effect on improving your chances to hit, just as increasing transversal or your guns' sig resolution has the same effect on decreasing your chances to hit. Critically, an increase in target sig is exactly equivalent to an increase in gun tracking by the same percentage.
Since drones are subject to the tracking formula just like player ships, painting the target is just like giving a tracking computer to all of your drones (as well as yourself and anyone else shooting at the target). From the first italicised part, unless there is zero transversal (which there won't be as the drones orbit) the drones will have less than 100% chance to hit, and the painter will increase their chance hit hit and thus DPS.
For light drones against battleships, this will probably be something like increasing chance to hit from 99.8% to 99.9% with a corresponding 0.1% rise in DPS, so perhaps not that worthwhile. However, medium/heavy drones against frigates/cruisers could probably benefit; and chances are, even lights against frigates (especially elite frigates) would appreciate a 30% tracking increase.
