This is a consistent problem when turning off cov-ops cloak whilst in warp and trying to change probe types or reload probes, turn on armor rep, DCU, cap boosters etc....also can't re-cativate cloak until out of warp!
The issue only seems to generate if in warp....out of warp functions as before patch.
Basically makes force recons useless
Anyone else experiencing this or is it working as intended?

I have had the same problems with not being able to reload probes after delcoaking/mid warp. Also problems jumping through gates, being held up due to decloak timer, even when decloaked for a long time beforehand.
The worst experience i have had was just now in my Rapier. We'd setup a target in whs space and i was cloaked in point range waiting for our target to kill off the remaining sleepers.
He killed the last one so i decloaked and gave the order for the gang to warp in. I tried to target but kept getting the error, cannot target because you are cloaked. The cloaked animation had stopped and my ship visible on screen. I tried spamming cntrl-click, you have to allow for decloaking delay.. But to no avil. I recloaked and kept spamming and to my surpries i got a lock, which promptly broke as i cloaked -which you would expect
I declaoked agan and afer normal delay was able to target and rain home my ahem mighty dps..
Luckily we also had an arazu in the pocket who didn't have any decloakng issues so the target was tackled and died shortly after.
Cloaking mechanics are severly borked after the recent changes and need to be rolled back and revised.

It's all fair and good saying stuff will be looked into, but when will it actually be fixed? I notice that the instawarp bug was fixed in pretty much 1 day, how long do the rest of us waiting for fixes have to put up with the breakages?

after further close calls in 0.0 I have narrowed it down to specific actions that effect me: (Pilgrim, untested in anything else)
initiating cloak BEFORE entering warp and then decloaking IN-WARP results in inability to activate any modules, reload, change scripts etc until the ship has exited warp (or very close to exit)
initiating cloak AFTER warp has started (true warp) and then decloaking IN-WARP results in correct functionality as per pre-patch.
also getting 2 different messages dependant upon what specific action you are attempting i.e. reloading, changing probe types, changing scripts results in the "(notify) You cannot do that while cloaked." message. however trying to activate a module that effects attributes ie. armor rep, DCU results in the "(notify) Interference from the cloaking you are doing is preventing your systems from functioning at this time." message

Warped to a bubbled gate to tackle a target on the move to the gate. Uncloaked midwarp and tried to activate mods with no success. However, when I landed I was - on my screen - uncloaked and free to target anything around the gates, shoot at it and had drones out too.
My corp mates couldn't see my ship at all nor target me, but took damage from my shots and even got held down by my scrambler. They could see my drones zooming around though. In short, I was invulnerable to attacks and still capable of tackling and doing damage.
No clue if the hostile could see me as he was killed and podded fairly fast. Cloaking and uncloaking fixed it again though, and my ship appeared to all on grid.

its annoying me that when i uncloak in my recon to attack a target i cant lock them cos im still cloaked :/ which ends up in them seeing me and laughing as they warp off... ****ing stupid
1 second lock delay is bad in a recon, let alone the 10 secs it takes for it to realize it can lock them + the **** time it takes to lock anything without a sb... bit pointless trying to fly them atm
