unless your at an outpost, ship manufacturing at a low-sec/0.0 pos is wasteful to say the least. At the best refine capabilities you will still lose 25% of the minerals your mined. give players a pos module similar to the rorqual's industrial core. make it have same skill reqs and fuel costs to use (advanced mass production 4, industrial configuration 1; use of heavy water).
This gives small mining/industrial corps an incentive to populate low-sec for mineral acquisition, without the massive investment of a rorqual (and a headache of a logistics train). small time miners can accrue minerals, compress, and transport to trade hubs or there manufacturing base, in much greater mineral volumes. this also helps pos manufacturers, since transportation of minerals becomes easier with local ore acquisition without the wastes associated with pos refining arrays.
i know im missing some points of my argument but i just wanted to throw this idea out there.

I, too, think someone somewhere would have developed a stationary version of the Rorqual's compression lines by now, so it certainly passes the common sense test. As for the restrictive skill and fueling requirements, they seem moot. The POS should be a self automated thing, and skills should be limited in requirement. Currently, you don't need any special skills to use a POS factory or lab over a standard in station one. Making this restriction for this alone would be just more confusion that POSs don't need. I think if anything, there could be a hit to compression time or material loss to compensate for it being a nice safe stationary array. The CPU and Powergrid should be high enough to make it something that isn't easily fit everywhere, and this would provide the increased fuel use you are looking for.

i oppose.
unless it is limited to wormhole only.

yeah that was my concern as well, how to implement the idea without obsoleting the rorqual. With the rorqual you can compress and move your ore with one ship. with the new module you still need to transport the compressed ore out of the pos.
so its either a rorqual or a pos module + freighter/jump freighter/industrial.
the only way i can think of balancing it would be to have massive cpu/grid requirements where you would have to dedicate a pos specifically for one single module, no defenses what-so-ever, but even then that setup is still multiple-times cheaper than a rorqual.
i guess i was more focused on trying to get a relatively easy way to draw miners into low-sec that would make it profitable with the risk of a multi-billion isk ship.
likes someone suggested above, it would also be a valuable tool for w-space miners.

There are several methods to balance such a mod with the Rorqual:
1.) Fitting. Fitting costs POS fuel and restricts what can be online at the same time. Making the fitting too restrictive, though, will render the module unused.
2.) Manufacturing time. It could add a multiplier so that it takes much longer to run the compression. This would limit the amount you can compress in any period of time. So the Rorqual would be used for quick compression and transport, while the module needs to be online a few hours.
3.) Waste. A material multiplier can be added to require more of the ore per block than a Rorqual. Of course if this would be 25% or more, one could just use a refining array.
Only question would be if a balanced compression array would be feasible compared to a refinery or a Rorqual. My favorite balance would be 2.) making compression need hours instead of minutes. -------- Ideas for: Mining
