I just resubbed after a couple years. I spent my last isk on a BC to replace the one I lost before I left Eve. I bought a cyclone and have been messing around with fiting it since last week when I came back.
Im able to do lvl 3 missions without a problem. I use 3 720's, one heavy missile and 3 light missile launchers. I usually set myself out around 40km and if a frigate gets too close I have 2 280 light proj and a webber to take them out.
I just picked up my first level 4 and was able to take out cruisers and frigates very easily, however my weapons are barely scratching the battleships (which in this case are machariel). They close in on me very quickly at 192ms, so I went back and fitted my cyclone so it travels at 240ms. This buys me some time but they still close in on me and I barely get their shields down.
None of this matters though, im dumping all my ammo and they shield tank the hell out of me. My med drones do nothing, my artillery does nothing. I have a dBS in storage, but being new Im not going to break it out for lvl 4 missions. So how should I fit the cyclone to take out battleships in level 4?

Um, if I wanted to run L4's in a Cyclone, I'd be real tempted to try something like this. I don't know if it would work, but the idea would be to AB away from everyone and gank the frigs, then cruisers, then work the BS's over once you've taken everyone else out.
Also, make sure you're using the right ammo type (EMP/Fusion against Angels), and use Eve-Survival to make sure you don't mess up the spawns. People run L4's in assault frigs, so it should be possible to do it in a Cyclone.

I see a lot of you guys stacking gyrostabalizers. I thought there was a penalty for doing that?

+1 to Liang's setup, though I might swap the nanofiber for a cap flux coil or power diagnostic system, to give the cap a little more longevity.

The 'penalty' for doing that is that each one is less useful than the previous. Doesn't mean that it's not useful or that you're really penalized in a real way.

Well, if you manage to survive it will still take forever to do level 4s in a Cyclone even with 3 damage mods. Get a Typhoon or a Maelstrom.

Admittedly, it's for level 3s. But I do take it out for level 4s now and then (when I'm bored). Perma-runs with my skills, but not much tank. Just keep moving, prioritize anything that could web you, and work your way up from frigates to battleships (sounds like you already do).
As for killing BS's, max out your turret slots with medium guns and use rat-appropriate ammo. Orbit at just a little under optimal (varies with ammo) and chew away with guns/missiles/drones.
But yeah, using a BS yourself would probably be faster.

typhoons cost sod all mate - do level threes all day on monday and you'll have enough isk to buy and fit a ship that is far more suitable to running 4s, and is far more isk/time efficent - which is very much the point if you're trying to earn isk running missions.

also, a quick peek on ineve and eve-sheet didn't turn up a charater sheet for your character so you may well have all this, but if you wanted to run lvl4s in a BC you'd want excellent skills, and even then you'd probably have to warp out if you make a mistake, or worse still, weren't able to tank a spawn fully.
you'd want to spend a few quid on rigs too, even if you only got 3 shield resist rigs bumping the ship cost to pocket change less than an unrigged phoon.
commandships are an entirely different proposition...

BCs might well work on some L4 missions, but you'll find you'll be warping out a lot when doing the harder ones. A drake can probably do them all, but will take u a long time.
What you need to be aiming towards is a maelstrom, they mish pretty well with 1200s. If you can't fly BS yet however, what you may find is you having to go and refit depending on the mish for gank or tank.
Also use 720s in all ur turrets, kite your targets and web if you have to, plus use light drones for frigates. Then you'll find you will be doing more dmg to the larger ships.
