You can train diplomacy to 5, that will take you down to maybe -4 after that you can buy alot of tags and hand in to the right agents http://www.eve-wiki.net/index.php?title=Data_Center_Agents but i don't think that would be enough i think you need to team up with someone that have standing already and do missions with them also. But sure it's possible and not to hard but it would take maybe a couple of weeks.

Look at this chart, run missions for a faction thats friendly with the one you want to raise.
e.g. Running missions for Ammatar Mandate to Raise Amarr Empire standings.
The guy above posting about running missions with someone else is giving bad advice, that will only raise your corp standings.

hey hey
use the chart posted above and find your route. start at your -9 faction and find a faction who has them positive AND you have -2 and above to.
then veryfiy the details ingame using the factions show info and check their relationships tab.
then use eve-agents to hunt for an accessible agent.
it will take a while and you will require loads of storylines. personally id suggest hitting as many L1 and 2 missions purely to start the standings growth I dont think id move to L4 missions as chaining them can be a pain in the ass.
make sure your diplomacy goes to V and also your Social skill as it gives you a better % gain when you get them.
GL with it. should be interesting to see how long it takes you before you breakdown or how long it takes you to succede

never gonna happen. anything below -2 and no agent will talk to you from the owning faction. which completely rules out datacenters |

Not gonna happen. The min faction standing you can have and still get above -5 with Diplomacy V is -8.75

Yes it will take a considerable amount of time because you'll only be getting derived standings boosts.

That is BS and I know it. Running missions with another person will raise your standings, if the reward is split equally.

CORP standings, not FACTION standings. Storylines can't be shared. ---

This!
CORP and AGENT standings increases can be shared. FACTION standings increases cannot be shared.

According to the chart I could do missions for Angels, Serpentis or Syndicate and it won't affect my Amarr standings... is this right?

to make sure this is clear...
you CAN share a storyline... BUT, if you do:
- only standings of the corporation (of the storyline agent) will be changed.
- the storyline agents DO NOT have standings thus you can't improve standings with them. (do a show info on a storyline agent and you will see only faction and corp standings are listed under the standings tab for the agent. somewhere in the distant past i seem to remember that they did have standings, but that appears to no longer be the case)
- the faction standings will only change for the character that was given the storyline mission, and thus that means that they are not shared.

run lvl4 , lvl 5 with a buddy until you can run them for yourself. Then you'll get your own lvl 4 lvl 5 storylines
will be much faster than having to start at lvl 1 , 2 with only derived standings , that would take an eternity. |

If you are saying to run L4/5 missions for an agent of the faction that he wants to raise from -9.0, this won't work. As mentioned above, running shared missions will raise CORP standing, but not faction. You could end up getting your corp standing up to +7.0 or whatever, but until you get FACTION standing above -2.0 you cannot get any missions for yourself from agents in that faction. Without missions for YOU, you can't get storylines. Without storylines, you can't raise FACTION standing directly.
The only way I know to raise it from that far down is by the aforementioned derived standings method.

Wouldn't running missions for a pirate corp tank your concord standing, and thus tank amarr via derived standing?

If you look at the lowest chart it shows 0.00000, taking into account derived standings.
Look at the top chart and you'll see that, although the empire factions have +standing to CONCORD, CONCORD has a blank entry indicating losing concord faction will not impact your empire faction.
To triple check, recommend checking in game.
The ships you face in the missions are also another potential source for Amarr standing loss but I don't know if you'll face Amarr ships.

Don't work as you need a minimum standing to access those agents

Don't work, you can't share faction gains and without a modified standing of at least -2 he can not run missions even if her standing with a corporation is +10.
