You will not be able to use slots? [is confused]
Try a Heron, it's got bonuses to scanning. Unless you're suggesting a ship that can scan and do combat, in which case a Caracal or a Moa would let you fit your probe launcher and still be able to fit weapons and a tank. I only suggest those cruisers as judging from your Cormorant you're a Caldari pilot. There are of course other ships from other races you can step up to, but initially it's best to keep things simple and stick to the one race. The Gaming MoD - retro to modern, console to MMO, I blog about it if it's a game and I'm interested in it. Yes, I play games other than Eve and I don't care if you think I'm wrong. |

What are you trying to scan for? Obviously, you change your setup if you are trying for PvP scanning versus exploration. I am also confused by your statement that you will not be able to use some slots. This is the setup I use to find the sites, then bring in a combat pilot to run them and this guy can take care of the hacking/archaeology if you need him to.

i should have stated it above that for high slots whatever ship i use must mount a savager, probe launcher, and a tractor beam (well tractor is optional) and for medium slots im mounting an analyzer and a hacking device |

What do you plan on fighting with one gun?
I just noted that 9 days is too long for you to wait.

Where's that dislike button when you need one? Character is just over a month old. There's still more useful skills to be trained.
For scanning covert ops frigates are best. T1 variants are good before you get skills to use cover ops cloak and covert ops frigates. Scanning bonused frigates aren't good at direct combat mostly because weak tanking/offensive capabilities.
If you want to do everything with same ship you have to look cruisers or battlecruisers. For example Arbitrator (+T2 variant Pilgrim) and Vexor (+T2 variant Ishtar) are good examples of cruisers that can do scanning and fighting without changing the fitting. |

This is why you want to tell us what you plan to do with the ship. Are you running high sec exploration? Low sec? 0.0? In what space? What is your current ship?

Then the ship you want is an Arbitrator or Vexor, as Jorma already mentioned. I have never used one of these ships, because I got into exploration when I had high SP and multiple accounts. I also never spent any time working in highsec. With that said, I think it should look something like this:
[Arbitrator, Exploration] Capacitor Power Relay II Thermic Plating II EM Plating II Medium Armor Repairer II
10MN Afterburner II Analyzer I Codebreaker I Cap Recharger II
Civilian Gatling Autocannon, Civilian Autocannon Ammo Sisters Expanded Probe Launcher, Sisters Core Scanner Probe I Small Tractor Beam I Salvager I
Medium Gravity Capacitor Upgrade I Medium Gravity Capacitor Upgrade I
Hammerhead II x5 Hobgoblin II x5 Valkyrie II x5 Warrior II x5
You use the stupid civilian gun to draw aggro, then release the drones to go the killing. |

Yes, it is Amarr EWAR cruiser, but it can do a lot more than just EWAR.
Drone boats are perfect for this because there is no bonuses for guns or missiles so you can use all high slots for exploration stuff and all low slots for tank (and cap for low SP characters). |

since OP is dead set on 1 ship only, it or a vexor he mentions are the only really effective way. It does meet op's needs (op's requirements are limitng what can work here tbh). Armour tank allow for sig tanking while drones do the work. and it frees up rigs for the grav cap rigs.
OP really needs to look at running 2 ships if this hardocre into exploration. Buzzard for the finding of site, combat ship for the actuall running of it. A pita granted, but workable.
Only othere options he has are t3 or draaaaaake. Too low sp for t3 to be done soon it seems. And well skilled drake be a bit as well. Most wh drake fit should work decent. they get people working c1's solo and assuming no camps hit coming back gets them back to empire. Good enough for wh's, should be adequatte for empire use.

Tengu would be enough, but that's not really low SP friendly.
For two ship combo Buzzard (or Heron) + Drake would rock the board. |

I fly a blackbird for exploration. It has 6 midslots and 4 highs. It will fit the analyzer, decoder, salvager, launcher, and tractor. You won't have many guns left but you can fit a couple of ECMs, they have saved my butt a few times.
If you are sticking to high-sec I doubt you will need much more than that...save if you fall into a WH. |

Good luck killing anything with that Blackbird - the OP seems deadset on using just one ship.

The classic choices for all in one exploration are the Ishtar and the Pilgrim. For lower skill points the Arbitrator and Vexor have been mentioned. Since so many slots are used for utility items in these fits the common elements are drones for DPS and an armor tank. The Tengu may also be a good choice but I am not sure how well it would fare compared to an Ishtar since slots needed for DPS and tank are instead used for utility.
In any case, the smallest DED combat plexes will not allow cruisers in ... also, any of these would have no troubles with high sec mag/radar. |

What's wrong with your Cormorant (other than it not being a bonused ship)? Seems like it gives you the necessary slot layout that you would need and still pack enough guns and shields to deal with anything that would come to get you in a Hi-Sec mag site.
Again, if you want a bonused ship that is better than the Heron, you need to go CovOps Frigate if you're sticking with Caldari.
The Heron isn't one of the best ships, mainly because of the lack of high slots and drones. The one drone you can pack in it is just not worth it. The Imicus is kind of the king of the T1 scanning frigates since it can pack three drones, which is pretty good for dealing with the frigates and destroyers that will hassle you in Hi-Sec profession exploration sites. But they you have to train Gallente. |

Caldari t1 cruisers don't offer much since they prefer shields and have few utility slots. An armor tanked Rupture should work nicely though. It comes with two free slots in the highs, two more in the mids, and has relatively high dps. The fit might look like this:
3 autocannons salvager tractor probe launcher
10mn AB analyzer codebreaker
gyro medium rep armor resist tank
armor or scanning rigs
Should be able to push about 250 dps with drones and low SP. |
