I'm a salvager and I'm personally not against the fact that you can salvage wrecks without any penalty even when they were not created by you.
However, seeing that there are a lot of players out there that do mind, I thought of this:
IN EMPIRE SPACE ONLY (0.1 to 1.0), make it so the wrecks someone creates get an ownership just like containers, but only while the player who created them is within the same space grid as the wreck.
That means that if the player warps somewhere else outside the grid where the wrecks are, that anyone else would be free to salvage the wrecks he left behind. However, should he come back a few minutes later and be in range again, the wrecks would become his again. If someone salvaged them while he was gone, nothing happens.
This will force someone who desires to salvage his own wrecks to do so as soon as the wrecks are created, or to quickly come back later (after turning in a mission for example). It would also allow salvage cleaners to still get a profit with all the wrecks other players dedice to abandon behind.
It would also allow piracy tactics in lowsec for the ones who like this kind of thing, where a pirate player could "scare off" a wreck owner so he can take his wrecks without being flagged, which would force wreck owners to bring escorts if they care about salvaging "safely".

If you read correctly, I said I personally had nothing against the current system. I am only suggesting this so that everybody is satisfied (both sides). I think it would be a good compromise for everyone.

They salvage whiners (the actual whiners are the salvagers) will never accept any change to salvaging without a hissyfit of some sort.
They have zero risk. They have next to zero effort. They make iskies.
Why on Earth would they agree to the salvaging mechanics working like the attack, loot, or tractor mechanics?
Seriously, at least pirates face some risk in pirating - even ore thieves do.
Salvagers define wussy.

Have the wreck and cargo drop separately...? Or do you want to loot the wrecks as well?
If they drop separately, then it would at least make sense - all actions would result in the same thing instead of how it is.
